The Army Air Forces recruited so many Aviation Cadets in 1942 that 93,000 were held in reserve waiting to begin flight instruction. The War Manpower Commission forced Hap Arnold to call them all into the program. All of those in the AFER were called into active duty in February and March 1943. This led to a large surplus of trainees that had to be held in a pool until flight training facilities were available.
